Johnson County Joins the Commercial TX-PACE Network
On July 27th, the Johnson County Commissioners Court established a commercial Property Assessed Clean Energy (PACE) program based on the Texas PACE in a Box model, becoming the newest participant in the statewide TX-PACE network. The program gives eligible commercial, industrial, nonprofit, and multifamily property owners access to long-term, private capital for building improvements that reduce the demand for and cost of energy and water resources.
How TX-PACE Works
A TX-PACE project improves energy and water use efficiency and pays for itself by dedicating the savings to repay a loan secured to fund the project. TX-PACE financing can cover up to 100 percent of eligible project costs. Repayment is secured by a voluntary property assessment that is in effect for the useful life of the improvements. This structure allows many projects to be cash-flow positive from the outset, as financing costs align with ongoing utility and operating savings and longer loan terms reduce periodic payments.

TX-PACE provides a means to restore existing structures, increase the value of under-performing buildings, provide new economic opportunities and preserve valuable historic resources. The program is voluntary, requires no public funding, and creates no financial liability for the county.

A Proven Statewide Framework
Johnson County joins a growing network of Texas local governments that have adopted the Texas PACE in a Box model, a standardized framework developed collaboratively by industry stakeholders, local governments, and the private sector. To date, the model has facilitated hundreds of millions of dollars in private investment in high-performance buildings across Texas.
