
Prairie View Adopts TX-PACE for Energy and Water Efficiency
The City of Prairie View adopted the Texas Property Assessed Clean Energy (TX-PACE) program on September 28, 2026, giving eligible property owners a new way to finance building improvements. Texas PACE Authority (TPA) will administer the Prairie View TX-PACE program on the City’s behalf.
For owners of apartment communities, retail buildings, restaurants, and more, the program offers access to long-term private financing for qualifying energy efficiency, water conservation, and on-site energy generation improvements.
What Can TX-PACE Finance in Prairie View?
Building improvements can make a meaningful difference in operating expenses and the experience of residents, customers, and employees. Potential applications include:
- Multifamily and privately owned student housing: Efficient heating and cooling systems, insulation, windows, and water-saving fixtures in qualifying properties with five or more dwelling units.
- Retail and service-business properties: LED lighting, efficient HVAC systems, and building envelope improvements that help manage energy use and maintain comfortable spaces.
- Restaurant properties: Qualifying energy-efficient equipment, water-saving improvements, and heating and cooling upgrades.
- Privately owned nonprofit facilities: Eligible energy and water-saving improvements to buildings such as churches and community-serving facilities.
These are just examples. Eligible properties can also include industrial, privately owned agricultural, hospitality properties, and more.
Qualifying upgrades may include HVAC systems, lighting, insulation, windows, water-saving fixtures, solar installations, and more. Eligibility depends on the property, project scope, and technical review.
Financing That Reflects the Life of the Improvements
Replacing aging equipment or renovating a building can require a substantial upfront investment. TX-PACE allows eligible owners to finance qualifying improvements with little or no upfront capital outlay, with repayment terms based on the improvements’ useful life.
Private capital providers fund the projects. Repayment is secured through a voluntary assessment on the property, with the remaining repayment obligation transfers to the next owner if the property is sold.
For a multifamily owner planning HVAC replacements or a commercial property owner renovating space for tenants, this provides a new financing option to evaluate early in the project.
Supporting Local Property Investment
Prairie View’s economic development efforts emphasize business growth, entrepreneurship, and housing opportunities. TX-PACE adds a financing tool that can help eligible property owners invest in efficient, comfortable buildings that serve those needs.
Participation is voluntary. TPA administers the program at no cost to the City and helps property owners, lenders, and project teams navigate eligibility, technical review, and documentation.
