City of Bonham Establishes TX-PACE Program

Texas PACE Authority Selected to Administer TPA’s 114th Local Program
The City of Bonham has become the 114th Texas local government to establish a Property Assessed Clean Energy (TX-PACE) program administered by Texas PACE Authority (TPA). On August 10, 2026, the Bonham City Council approved the program and selected TPA to serve as its third-party administrator.
The new program provides owners of eligible commercial, industrial, agricultural, nonprofit, and multifamily properties within the City of Bonham access to long-term, private financing for energy efficiency, water conservation, on-site energy, resiliency, and related property improvements.
Supporting Investment and Economic Development in Bonham
TX-PACE can help Bonham property owners improve aging buildings, lower utility and operating costs, and invest in projects that may be difficult to finance through traditional lending alone.
Eligible improvements may include:
- High-efficiency HVAC and lighting
- Roofing, insulation, windows, and building-envelope improvements
- Water conservation and management systems
- Solar and other distributed, on-site energy systems
- Resiliency improvements
- Eligible components of new construction and redevelopment projects
The program can support a range of local economic development priorities, including downtown revitalization, historic building rehabilitation, adaptive reuse, industrial expansion, and improvements to commercial and multifamily properties. By making long-term financing available for qualifying improvements, TX-PACE can help attract private investment, strengthen Bonham’s building stock, and support business retention and expansion.
A Voluntary, Open-Market Financing Program
TX-PACE is a voluntary, open-market program. Property owners select their own private capital providers, contractors, and other service providers. If a property has an existing mortgage, the mortgage holder must provide written consent before the owner may proceed with TX-PACE financing.
The financing is repaid through a voluntary assessment placed on the property. Because the assessment is tied to the property and can transfer to a new owner upon sale, TX-PACE can make long-term investments in building performance more practical. Qualifying projects are structured so that the projected financial savings exceed the cost of the TX-PACE assessment over its term.
The program requires no public funding and creates no financial liability for the City of Bonham or its taxpayers.
A Uniform Model Built on Texas Best Practices
The City selected Texas PACE Authority, the state’s only nonprofit PACE program administrator, to administer the new program. TPA administers the uniform “PACE in a Box” model as a public service on behalf of local governments.
Developed by more than 130 Texas stakeholders, the model incorporates uniform documents and underwriting and technical best practices to provide consistency, transparency, and a high level of consumer protection throughout the TX-PACE process.
As program administrator, TPA will provide education and outreach, guide applicants through the program, review proposed projects for compliance, facilitate the closing process, and complete required reporting on the City’s behalf. TPA’s uniform administration also provides property owners, lenders, local governments, and service providers with a consistent process across participating Texas jurisdictions.
Bonham’s adoption expands access to TX-PACE in North Texas and gives local property owners another tool to modernize their facilities, conserve energy and water, and invest in the community’s continued economic growth.
