PACE in Practice: A Look Back at Texas PACE Authority’s 2025 Closings

In 2025, Texas PACE Authority (TPA) supported the closing of a diverse set of Texas Property Assessed Clean Energy (TX-PACE) projects through locally adopted city and county PACE programs across Texas. These projects reflect the continued role of TX-PACE financing in helping property owners modernize existing buildings while supporting long-term operating savings and community investment.
TPA facilitated 15 project closings in 11 local PACE programs where property owners invested $121,206,306 in TX-PACE assessments. The projects represent a wide range of building types and communities, demonstrating the flexibility of TX-PACE to serve both major markets and smaller communities through locally administered programs.
Together, these closings illustrate how TX-PACE financing helps property owners move forward with comprehensive building improvements that might otherwise be delayed, while aligning private investment with local priorities related to efficiency, resilience, and economic development.
2025 Impact at a Glance
Based on project-reported estimates at closing, projects facilitated by Texas PACE Authority in 2025 are expected to deliver meaningful annual benefits to participating communities across Texas:
- Jobs created: 1,566
- Electricity savings: 5,802,246 kWh per year
- Water savings: 18,317,540 gallons per year
- Natural gas savings: 5,116 mmBTU per year
- CO₂ avoided: 3,290.54 tonnes per year
These outcomes reflect not only reductions in energy and water use, but also local economic activity associated with construction, equipment installation, and ongoing building operations. Over time, these investments help lower operating costs for property owners and reduce long-term resource demand within participating jurisdictions.
How Texas PACE Authority Fits into the TX-PACE Landscape
TX-PACE projects are delivered through locally adopted city and county PACE programs across Texas. TPA serves as a program administrator and facilitator, supporting local governments, property owners, and capital providers throughout the project development and closing process.
While TX-PACE activity occurs statewide through multiple administrators and local programs, the projects highlighted here represent those facilitated by Texas PACE Authority. Collectively, they demonstrate TPA’s role within the broader TX-PACE ecosystem, helping local jurisdictions offer PACE as a financing option and supporting projects from early coordination through successful closing.
