Strengthening Our Mission: Texas PACE Authority Welcomes a New Team Member

Texas PACE Authority is pleased to welcome Kyra Guy to our team as Manager, PACE Programs. With a strong background in economic and community development, business development, and public-sector partnerships, Kyra brings valuable experience supporting communities, strengthening local economies, and advancing collaborative, cross-sector initiatives.

Most recently, Kyra served as an Associate Project Manager with Steadfast City Economic Partners, where she worked closely with local governments, business leaders, and community organizations to support multi-stakeholder economic development projects. Her experience includes managing complex projects, researching and analyzing economic trends, developing community engagement strategies, and securing grant funding for infrastructure and workforce initiatives. She has also built extensive experience in relationship-driven business development through her work with Sole Source Capital and Thomas P. Miller & Associates, supporting market analysis, stakeholder engagement, and strategic planning efforts for public and private sector clients.

Kyra has already hit the ground running at TPA. On just her seventh day on the job, she traveled with Stephen Minick, TPA’s Director, PACE Programs, to meet with county officials to explore the establishment of a new TX-PACE program—demonstrating her commitment to building strong local partnerships and advancing program growth across Texas.

At Texas PACE Authority, Kyra will play a key role in strengthening relationships with local governments and partners across the state and supporting the continued growth of the TX-PACE program. Her passion for data-driven decision-making, public-private collaboration, and community resilience closely aligns with TPA’s mission to help Texas communities advance energy and water improvements that support long-term economic development.
