TPA Board Announces New CEO, Dub Taylor

The board of Texas PACE Authority welcomes you back to the first week of 2026 with great news: Texas PACE Authority has a new CEO to lead our organization into the next decade. Please join us in warm congratulations to Dub Taylor as he elevates from COO to CEO. Dub is the expert to lead TPA with a track record of well-respected leadership in state government, board positions on numerous national and state organizations, and state and national leadership awards. Dub’s background in commercial real estate, finance, and energy and water conservation along with 5-years’ experience at TPA, makes him the perfect choice to expand TPA’s public service commitment to all of Texas. 

Dub helped build our fabulous and growing team, which is well-poised to serve even more Texas communities and facilitate a growing number of projects throughout Texas. 2026 will be a stellar year, further demonstrating how Texas counties and cities can preserve natural resources while strengthening local businesses. TPA helps business find competitive private financing to invest in cost saving energy and water saving measures at no cost to taxpayers. The board also gives gratitude to Charlene Heydinger for her tireless 14 years supporting the Texas PACE Act, leading volunteers to establish the “Texas PACE in a Box” uniform model industry standards, and founding and leading TPA through its first decade. While we wish her joy in retirement and her next adventures, we keep her close as president of our board.
